Busy as a Spelling Bee

The Queen gets letters from her subjects with bad spelling in them and decides to hold a spelling bee. When the bee takes place, though, the Queen messes it up by using words that have the same pronunciation but different spellings such as blue/blew and cents/sense. She won't tell the speller which form of the word she is referring to.
