Beverly's plan moves forward with Allison now totally under control. Allison neutralizes the people in Eureka but doesn't know two were unaffected, Joe and Zoey.

What I can't understand is why Deputy Lupo didn't kill the helicopter pilots. She had a massive gun that would have shot both of them at the same time without necessarily destroying the helicopter, or she could have waited until they were in the air, a little aways from the building, and then shot the helicopter down resulting in the death of both thugs.
