Abigail the Breeze Fairy

This is another in the Weather Fairies series of books, this one involving a goblin that has the magical breeze feather, and is using it to raise havoc at a sort of city-fair type of thing. Rachel and Kirsty are there to see their grandmother compete in a cake contest, but the wind becomes stronger and stronger, toppling tents and causing chaos.

They have to figure out how to deal with a goblin that is in a hot-air balloon well above them. Another cute story in the series.
