Katniss has been praised for her strength and bravery.

The participation in archery went up after the books/movies.

The Capitol wants Katniss to appear as a love-struck girl rather than a rebel.

Television is a very powerful tool in Panem especially when certain broadcasts are mandatory to watch.

There is a struggle for media control between District 13 and the Capitol.

Katniss' media literacy grows once she's in District 13.

Media can be choose in what is portrays, showing some things and leaving others out on purpose.

The Capitol ignores the early rebellion on its media.

Propaganda starts with an institution that makes it. The Capitol makes its own propaganda and so does District 13. (They, of course, feat ure two different viewpoints on things, show different things and emphasize different things.)

Once propaganda is made you need someone to distribute it: movie theaters, television, etc.

Another step in propaganda is selecting agents to distribute it.

A late step is to gauge what the public thinks about the propaganda and make any changes necessary. (Example, an early games were staged in a frozen place and some of the tributes froze to death which made the viewing dull so the Capitol made sure not to do that again.)

The games can be compared to current reality shows (but without the deaths.)

The victors are separated from their previous lives by living in the Victor's Village.

It's important to the Capitol to convince the viewers that Katniss and Peeta are really in love (and are now up to some kind of rebellious undertaking.)

Katniss serves (for the media) as the leader of the rebellion.

District 13 tries to get Katniss to do propos according to their script but she fails. She can only do them when she is really out there, fighting on the front lines.

Katniss learns how to use the control tactics used by District 13 and President Snow against both.

Haymitch teachers Katniss how to appear and act when she's on camera.

Since viewing is mandatory it means everyone should have seen how Katniss bonded with Rue and how she dignified her death.

This reminds the viewers that the tributes are really human beings.

When President Coin proposes a hunger games using the children from the Capitol it's a major clue to Katniss on just how little change there would be with President Snow out and Coin in.
