Early on Katniss is an incidental subject of propaganda but later she becomes an active participant in producing propaganda.

In Mockingjay Part 1 Ditrict 13's propaganda seems to mostly work.

As the conflict continues propaganda becomes less important as military actions speed up.

The Mockingjay becomes mostly irrelevant.

As to District 13 there is no evidence that they work any harder or fight any harder as a result of Katniss' efforts.

By the time the Capitol bombers attack 13 everyone seems to be on board with the revolution and propaganda won't change anyone's minds.

As far as Katniss goes it's possible that she never really mattered as far as propaganda goes.
