(Here's another spot where I am confused. Reading from various things it seems the Capitol plays the game as it is going, plus does a recap. Why doesn't it use a slight time delay on the broadcast, though? The screens show Katniss giving that salute to the people of District 11 and it serves to strength the alliance between the two districts. That's something the Capitol would not want, of course, but it seems they show it anyhow.)

Rue's death leads to at least some compassion for the other kids in the games, thus helping to restore humanity to the districts.
