This is the second book in the Weather Warden series. Joanne is no longer alive, in the human sense; she exists as a djinn. Which makes her susceptible to being caught and enslaved.

Which is enough of a problem in itself, but there also seems to be something going wrong with the nature of near-space itself, something that could result in the destruction of all djinn in the entire world.

Making sure that Joanne doesn't run out of problems, there's also a vicious mother named Yvette and her son, Kevin, who has his own, extremely sexual, ideas on what Joanne can do for him.

Oh, yes, the world is also undergoing a massive earthquake, massive fires and massive storms, just in case Joanne had too much free time on her hands.

In essence, an excellent second book in the series.
