Rover

Rover is the huge sphere that goes around herding people and sometimes killing them. The original concept for Rover would have made people fall over laughing. It looked sort of like a really giant blue and white hamburger with a blue twirling light on top. The concept proved unwieldly (it was mounted on some kind of wheeled vehicle), and eventually the idea occurred of using a weather balloon.
