The Cobra

The Cobra is a lot like the Shadow. He has his own agents, he has his own radio communications system, and he kills mob leaders. He also, though, has worked to downgrade the Shadow's reputation among the criminals. He has his own reasons, though, and those are not to benefit the police in their fight to reduce crime.

Cliff, one of the Shadow's agents, is captured by the Cobra. As you can expect events lead to a one-on-one confrontation between the Shadow and the Cobra. It's a good story and basically shows what an evil Shadow would do.
