The Shadow captures the Dagger but the guy gets away when some guards interfere. Matters continue like that and there is a general uprising, led by the Dagger, in the prison. The crook takes over a nearby yacht.
The Shadow (who is not wearing his cloak and hat since they were taken by the Dagger), escapes from the island and heads towards the ship. (It seems the Shadow spends as much time out of his cloak and hat in the strips as he does wearing them.)
Yet another person discovers the Shadow's true identity.
The Dagger plans to take over one of the bases and establish an empire for himself. The Dagger transfers his men and guns and ammunition to a supply boat bound for the isle, planning to blow up the barracks, kill the soldiers, and take over the island himself.
