The Green Hornet and Kato are confronting a crook when the Shadow appears. He ends up killing the crook and tells the Green Hornet where he can find more information. Apparently New York has been taken over by a crime unit with a very crooked mayor being elected. Kato sees crooked cops arrest an innocent man.

Someone background information is given on the governor and what he has done. The Shadow, the Green Hornet and Kato find out that the armor the thug cops wear is extremely strong.
