The Justice Party is issuing propaganda just like the Nazis did. Then reference is made to two other vigilantes, one of which is Zorro. The Shadow confronts one of the businessmen who is in cahoots with the Justice Party. Then it's revealed that innocent people are being rounded up and put in concentration camps.
