Street & Smith volume 1 number 11

At a zoo a guard is killed by what seems to be a wild beast. When the Shadow is using his ability to 'cloud men's minds' he is drawn as a ghostly bluish figure. The story involves a leopard cult and a guy who's gone insane. In the end, the Shadow kills him.
