Shadow Strikes 19

There is some kind of strike going on, and the strikers are moving into a tunnel of some sort. The Shadow is working on getting revenge for the killer of Moe's brother. The tunnel builder who is the person the strikers are against has, on purpose, made the tunnel poorly just so he can get more money for himself.

Unlike in today's world, where the greedy CEOs and others of like ilk rip off the average man and woman and get away with it scott free, in the world of the shadow such unsavory characters pay a high price for their crimes, and that happens to the tunnel builder. In spades.
