There's some kind of negotiations going on between the U.S. and Russia, and there's been a series of beheadings that are affecting those talks. Cardona is the main investigator and suspects Lamont. Some guy has been involved in killing the guys who killed the Romanovs during the revolution. Rasputin is also mentoined.
Rasputin, nutty as a fruit-cake gone sour, is after the Shadow's girasol. The Shadow and mad-Rasp have a major fight and it seems Raspy-boy is dead. Anastacia is also involved in the story, by the way.
