A truly different line of reason. Better Japanese than Russian anarchists. He later talks about some people's fears of the Japanese buying up land or breeding prolifically.

He points out that, no matter how fast the Japanese breed, they are 100,000 vs. 110,000,000 others, so there's no danger of them outnumbering the Americans in population any time soon.

He also talks about the actual land usage of the Japanese. Using the upper numbers, the Japanese have use of 278,000 acres of land (again, at the absolute maximum. ) This is out of 29,000,000 acres of usable land. This means they have, at max, use of less than 1% of the land.

He then talks about the fact that the U.S. had a treaty with Japan and basically chose to ignore it.
