The Japanese were short of resources. One advantage they had, though, was that their fleet was in only one ocean whereas the American fleet was divided between two oceans.

U.S. planners did not realize that Pearl Harbor was a primary target for the Japanese. Yamamoto was the one who made the plans for the attack. The article discusses the plans for attacking Pearl Harbor, the success of the attack and the small number of losses sustained by the Japanese.
